The picture shows the waste
incinerator of Vienna, Austria, which
provides a very interesting and instructive example of how a community
can successfully resolve a problem of environmental risk. The previous
incinerator had caught fire in 1986, causing intense fear of toxic air
pollutants and deep distrust of incinerators among the population of
Vienna. But since alternatives such as landfills were not desirable,
for a variety of environmental and technical reasons, the city decided
to render a new incinerator acceptable by choosing the best technology
with the lowest possible emission of pollutants. The city succeeded in
convincing the painter and architect Hundertwasser, well known in
Austria as an ardent environmentalist, that this incinerator would be
the best solution for Vienna, and he agreed to design the exterior.
This was coupled with a campaign of open communication; for example the
emissions are displayed publicly in real time, and there is a visitor
center to encourage people to visit the site and to explain the
technology.
